The Role

The SHEQ Manager - Electric is responsible for monitoring, assessing, and improving compliance across low voltage operations, ensuring all works are completed safely, compliantly, and in accordance with company procedures, client requirements, and LRQA NERS accreditation standards.

The role involves conducting site audits, inspections, competency assessments, and compliance reviews of operational teams undertaking de-looping, cable installation, jointing, and associated low voltage activities. The successful candidate will have a strong electrical background, experience within utility or distribution network environments, and a good understanding of SHEQ principles, playing a key role in maintaining NERS accreditation and promoting a positive safety culture across the business.

Responsibilities

• Lead SHEQ inspections, audits and compliance assessments across low voltage electrical operations.
• Monitor compliance with company procedures, client requirements, risk assessments, method statements and safe systems of work.
• Ensure compliance with LRQA NERS accreditation standards, Electricity at Work Regulations, HSG47, NRSWA and industry best practice.
• Conduct site audits covering excavation, cable installation, jointing, service transfers and cable avoidance activities.
• Verify workforce competencies, authorisations, qualifications and training records to ensure compliance with NERS requirements.
• Review site-specific risk assessments, work packs and operational documentation to ensure compliance and operational readiness.
• Provide coaching, guidance and support to operational teams to improve safety performance and compliance standards.
• Identify unsafe acts, unsafe conditions and quality concerns, ensuring corrective actions are implemented and monitored through to completion.
• Lead investigations into utility damage incidents, service strikes, near misses and other SHEQ events, identifying root causes and improvement actions.
• Conduct behavioural safety observations and safety conversations to promote a positive safety culture.
• Produce audit reports, compliance assessments and management information, highlighting trends, risks and recommendations.
• Support management teams in closing audit findings, non-conformances and corrective actions.
• Assist with internal and external LRQA NERS audits, surveillance visits and accreditation reviews.
• Participate in operational, client and management review meetings to discuss compliance performance and improvement opportunities.
• Support the development and continual improvement of policies, procedures, safe systems of work and operational controls.

Technical Skills & Experience

• Proven experience in SHEQ, compliance, auditing or operational assurance roles within utilities, electrical infrastructure or distribution networks.
• Strong practical knowledge of low voltage electrical works, including cable installation, jointing, service transfers and de-looping activities.
• Experience working within an LRQA NERS accredited environment.
• Detailed knowledge of NERS Scheme Rules, industry standards and accreditation requirements.
• Strong understanding of workforce competency management, assessments and compliance monitoring.
• Experience conducting incident investigations, root cause analysis and corrective action planning.
• Ability to interpret technical drawings, utility plans and electrical documentation.
• Excellent communication, stakeholder management, organisation and report-writing skills.
• Previous experience as a NERS Assessing Officer, Technical Advisor or within DNO, IDNO or ICP environments would be advantageous.

Qualifications & Training

• Previous experience within the utility, electrical infrastructure or distribution network sector.
• Relevant electrical qualification and strong understanding of low voltage distribution networks.
• NERS Assessing Officer and/or Technical Advisor accreditation.
• IOSH Managing Safely, EUSR Utility SHEA and First Aid at Work certification.
• Full UK Driving Licence and competency in Microsoft Office applications.
• NEBOSH General Certificate, Internal Auditor qualification, Cable Avoidance Training and/or Mental Health First Aider certification desirable.
